How to pay your parking fines/Penalty Charge Notice (PCN)

Automated telephone payment - credit or debit card

Cheque or postal order
You can pay by post making your cheque or postal order payable to Walsall Council, write the Notice number on the back and send with the PCN and completed payment slip. A receipt will only be sent if the box is ticked the full Notice is returend (do not detach the payment slip) and a stamped addressed envelope is provided. Do not send cash through the post. Post-dated cheques will not be accepted. All postal payments must be sent to:

How to challenge
If you wish to appeal against the notice, you must do so in writing by quoting the notice number beginning with ‘XD ’and vehicle registration number either on line, by email or in writing to:

All cases will be considered on their individual circumstances. If we receive your appeal within 14 days from the date of issue, progression of the charge will be put on hold pending a reply. If your challenge is rejected the council will usually re-offer the 14 day discount period. Telephone challenges will not be accepted.
If the penalty charge is not paid or challenged
If the Penalty charge is not paid on or before the end of the 28-day period as specified on the front of the notice, or successfully challenged, the council may serve a Notice to Owner (NTO) on the owner of the vehicle requiring payment of the Penalty Charge. The owner can then make representations to the council and may appeal to the Traffic Penalty Tribunal if those representations are rejected. The NTO will contain instructions for doing this. If you challenge the PCN but the council issues an NTO, the owner must follow the instructions on the NTO.
