Taxi drivers licence


Before you can drive a licensed hackney carriage or private hire vehicle you must obtain a driver's licence, if you do not have this licence and you drive one of these vehicles you will be committing an offence.

To be eligible to apply for a hackney carriage or private hire vehicle licence you must have held a full UK DVLA Driving Licence for a minimum of two years.

To obtain a licence, in the first instance, you must attend the Licensing Office with both parts of your DVLA Driving Licence to be checked by a Licensing Officer. You will then be given an assessment booking slip and advised to book an online assessment with Walsall Adult Community College. The test will consist of reading, listening and mathematics questions, after which you will be given results based on your performance. If successful, staff at Walsall Adult Community College will provide you with a blank medical report which must be completed by your own registered GP.

On completion of the assessment a second appointment will be made where the following documents will need to be completed:

  • Application form
  • Disclosure and Barring Service (DBS) disclosure
  • DVLA mandate disclosure
  • When attending your appointment, you must bring with you the following documentation:
  • Valid passport
  • DVLA driving licence
  • Birth certificate – if available
  • Marriage certificate – if available
  • Proof of National Insurance number e.g. P45
  • Three recent passport size photographs
  • Two documents (less than three months old) that shows your address
  • Completed medical report form

If you do not have all the documentation required the application will not be accepted. All documents produced on application must be valid, bear the same name, address and date of birth.

What happens next?

When all the documents have been processed and cleared, you will be required to attend a driver training course, and take a written examination. This takes approximately one day. If you fail the examination, you will be given the opportunity to do a retake. If you fail three examinations you will be referred back to the driver training course.

When you have passed the written private hire driver examination, you may wish to become a dual licence holder (this enables you to drive both hackney carriage and private hire vehicles), if so, please make an appointment to take a written knowledge examination. All of the information for this examination will be given to you when you make the appointment.

Practical driving test

As part of the application process, you will be required to take a practical driving test with the Driving Standards Agency (DSA), and obtain a practical test pass certificate from a DSA test centre. For more information visit our Private hire driving test page.

On passing both the driver training course and a practical driving test, your licence will be granted.

Application fees

Application fees and charges for a private hire or hackney carriage drivers licence are detailed below.

All examination and test fees will be taken at the time the appointment is made. If you fail to attend or cancel within 72 hours, you will have to pay again to retake the examination.
