A Public Spaces Protection Order

Walsall Council has made a Public Spaces Protection Order (PSPO) covering the Beechdale Estate as a means to tackle on going anti-social behaviour that is having a detrimental effect on the quality of life of those who live and work in the locality.  The PSPO allows the council to place prohibitions and requirements on the way in which individuals behave with in a clearly defined area.  

The order is intended to ensure that the law abiding majority can use and enjoy public spaces safe free from anti-social behaviour.  West Midlands Police are fully supportive on an order.

The proposed prohibitions/requirements are as detailed below.

  1. It is prohibited in a public place for any person to engage in activity which has a detrimental effect on the quality of life of those in the locality, including but not limited to any activity capable of causing nuisance or annoyance, verbal abuse, damage to property including graffiti or vandalism, littering, drug or alcohol related activity capable of causing nuisance or annoyance, violence or threats of violence.
  2. It is prohibited in a public place for any person to cause nuisance, annoyance, alarm or distress involving any vehicle including but not limited to cars, motorbikes, mini motos, push bikes, scooters and skateboards.
  3. It is prohibited in a public place for any person to cause nuisance or annoyance by playing any ball game including but not limited to those played in the street or car parks.

The order applies to all public spaces within the area defined on the attached map and will apply 24 hours a day for an initial period of 3 years.  Public spaces include the highway, public footpaths and public areas of land including communal car parks or grassed areas.

Breach of a Public Spaces Protection Order is a criminal offence for which an individual can be summoned to attend court and fined.  Fixed Penalty Notices for £100 may also be issued to deal with a breach.
