Blue Badge Scheme

New location for service

The Blue Badge Service has moved in it’s entirety to the Council’s Independent Living Centre (ILC) at 9 Wisemore Walsall, WS2 8EZ. Forms can be collected here and this is where most walking assessments are undertaken.

Walsall’s Independent Living Centre is a facility for disabled people, carers, older people and professionals which offers support and advice on independent living issues. The centre specialises in up to date equipment for the home, information on a variety of disability-related topics, Shopmobility and wheelchair loan services.

The Blue Badge Scheme is a national arrangement of parking concessions for people with severe walking difficulties who travel either as drivers or passengers. The scheme also applies to people who are registered blind or severely sight impaired, and people with very severe disabilities in both arms who regularly drive a vehicle but cannot operate or have considerable difficulty in operating all or some types of parking meter. It allows badge holders to park close to their destination, but the national concessions apply only to on-street parking.

This scheme is governed by National Eligibility Criteria set out by the Department of Transport. This can be viewed at:

·Simplified Form – For those eligible without further assessment

To make things easier we have created a Simplified form for those who are potentially ‘eligible without further assessment’ as defined by the Department of Transport (DfT). If you cannot say YES to one of the following this form is not for you and you should use the ‘Detailed Blue Badge Application form’.

Expired Badges:

Expired badges cannot be used. It is illegal to use an expired badge and there are heavy fines on conviction for their use after expiry.The badge holder must return the expired badge to the issuing authority.
